The aircraft markings reported in Album des Pavillons (2000) [pay00] 
are the national flag in circular format (without yellow emblem). The 
National Flag is 
painted on the fin, as explained in a note by the figure.

Eritrean Republic Air Force was established soon after the independence in
1994. Cochrane & Elliott (1998) [cos98], reports the roundel  
appears only on the fuselage - http://www.skytamer.com/roundels/eritrea/01.htm, 
while according to the  Album des Pavillons (2000) [pay00] the roundel as 
the national flag in circular format (without the yellow emblem) is 
painted on the fin, as explained in a note by the figure.
So, the question is the fin flash - with or without national flag? It appears that both are used:

A unique story is behind the plane at

It is a former Ethiopian Mig-23 captured by the Eritreans who painted the green 
and blue parts of the flag on it in order to get the red they did it over the 
former Ethiopian roundel, leaving the star, and by that made a unique Eritrean 
markings and flag.
